Nel pieno della crisi pandemica da Covid-19, l’Unione Europea ha risposto al rischio di una crisi economica e sociale predisponendo il piano Next Generation EU, ideato come strumento che sostenesse la ripartenza dopo i lunghi mesi di lockdown. Fin da subito, e ancora a due anni di distanza, chi studia le istituzioni e chi in esse a vario titolo opera si interroga sulla capacità che gli enti locali avranno di spendere, e spendere efficacemente, l’ingente quantità di fondi messi a disposizione dall’UE attraverso i Piani Nazionali di Ripresa e Resilienza (PNRR). L’attenzione si focalizza soprattutto sui Comuni, attori strategici nella ricostruzione di servizi e infrastrutture ma colpiti negli anni della Grande recessione e dell’austerità post-crisi del 2008 da ingenti tagli di risorse non solo finanziarie ma anche umane e tecniche.In questo volume affrontiamo la questione dal punto di vista delle Città Metropolitane (CM), enti di secondo livello creati a partire dal 2014 e ancora sostanzialmente in cerca di un ruolo e un’identità definiti. Tra i molti interventi previsti dal PNRR, si è scelto di guardare al primo che ha interessato in maniera diretta e massiccia le CM, cioè i Piani Urbani Integrati (PUI), allo scopo di indagare come le CM stiano interpretando il loro ruolo, e se e come il PNRR lo stia ridefinendo o rafforzando. Dopo questa Introduzione che pone le domande di ricerca e descrive come si è proceduto nell’indagine, il Capitolo 1 e il Capitolo 2 analizzano rispettivamente il problema delle CM come enti di governo e di governance, e la struttura e la logica di intervento dei PUI. I capitoli successivi presentano nel dettaglio i tre casi di studio: Bologna, Milano e Reggio Calabria.

The idea of studying specifically the workplace as the stage of performance is perhaps a natural extension of the theme initiated back in 2009 with the publication of Training through drama for work3 and continued throughout my subsequent books to date.4 With emphasis on living and working to our potential, some ideas here were origianlly produced as input for my personal blog5 during the period July 2015-June 2016. Whilst the aforementioned series of books have made reference to a number of key sources – including although not limited to Co-Active Coaching: new skills for coaching people toward success in work and life,6 Emotional Intelligence,7 The Inner Game of Work: Focus, Learning, Pleasure, and Mobility in the Workplace8 and Winning!,9 – The presentation of self in everyday life by Erving Goffman10 remains a text deserving special mention for this latest book. Despite being first published in 1959, the notions put forward within its pages still hold learning for us all today. Detailing particular aspects of work-related performance in the opening chapters here, one of the four Co-Active Coaching cornerstones of the CTI organization, creator of Co-Active Coaching, namely “The client is naturally creative, resourceful, and whole”, is a central stake for further words to be attached to. To explore the stage of work from the position of the performer, four interviews involving five industrious people are included in the fourth chapter. The interviewees – two based in the United States of America and three operating in the United Kingdom – provide insight into modern working practices and interesting personal perspectives.

The impact of their application on the bottom line of any business is noticeable regardless of how we refer to them. Performance skills at work could just as easily have been titled People skills at work or Soft skills at work.
