Holder of several degrees, in computer science (Ing.–EMP), law (DEUA–UFC), information systems (MSc–INSA Lyon), business administration (MBA–UQAM), and technology management (PhD–Cranfield University), he specialises in issues related to technology transfer to developing countries. He is the author of numerous scientific publications on space technologies and technology transfer.

Il a dirigé le Centre National d’Exploitation des Satellites de Télédétection en Algérie de 2018 à 2024. Titulaire de plusieurs diplômes, en informatique (Ing-EMP), droit (DEUA-UFC), systèmes d’information (MSC-INSA-Lyon), administration des affaires (MBA-UQAM) et management de la technologie (PhD-Cranfield University), il s’est spécialisé dans les enjeux du transfert de technologie vers les pays en développement. Il est auteur de plusieurs publications scientifiques sur les technologies spatiales et le transfert technologique.
