It takes no extended examination of any period in the last fifty years—the term covered by the phrase “Our Times” in the title of this book—to convince an unprejudiced student that as far as the tariff is concerned public opinion has never been fairly embodied in the bills adopted. If the popular understanding of protection as expressed in our elections had been conscientiously followed, there would be to-day no duties on iron and steel products, on cheap cottons and cotton mixtures, and, certainly none on a great variety of raw materials probably including raw wool. That is, in these cases and in multitudes of similar ones, the purposes of protection had been realized, or it had been proved that they never could be realized; and in either case the dogma required the duty to be withdrawn. This volume is an attempt to tell in narrative form the story of this defeat of the popular will. The major part of the material in the volume has appeared at intervals in the last five years in the American Magazine. So many persons concerned in the making of our tariffs in the period covered have aided me directly or indirectly by documents, personal reminiscences, and explanations of points of view that I find it out of the question to attempt to enumerate them. In one case, however, my debt is so great that I must acknowledge it specifically, and that is to Mr. Horace White, who has read, either in manuscript or proofs, the bulk of this volume and who has been generous in his suggestions and criticisms.

This work is the outgrowth of an effort on the part of the editors of McClure’s Magazine to deal concretely in their pages with the trust question. The Standard Oil Trust was chosen for obvious reasons.  It was the first in the field, and it has furnished the methods, the charter, and the traditions for its followers. Its vast profits have led its officers into various allied interests, such as railroads, shipping, gas, copper, iron, steel, as well as into banks and trust companies, and to the acquiring and solidifying of these interests it has applied the methods used in building up the Oil Trust. It has led in the struggle against legislation directed against combinations. Its power in state and Federal government, in the press, in the college, in the pulpit, is generally recognised.  The perfection of the organisation of the Standard, the ability and daring with which it has carried out its projects, make it the pre-eminent trust of the world—the one whose story is best fitted to illuminate the subject of combinations of capital.

Shortly before her decease she had expressed the wish that I should arrange and prepare for publication the papers she left concerning her last voyage to Madagascar. The dangerous illness which befell her in the Mauritius immediately after she had left Madagascar, and which, in spite of the most careful medical attention, and the kindest nursing on the part of her friends, proved fatal, prevented her from doing this herself. When, after a few months, I returned from Buenos Ayres to Rio de Janeiro, I found my mother’s papers waiting for me there; but the loss was too recent, and my grief too violent, to allow me to read them then, much less to peruse them with the care and attention which must necessarily precede their publication. At length I made up my mind to the task. I was obliged to go through it, for it was my mother’s last wish. Filial duty induced me to leave my dear mother’s journal as little altered as possible. In thus giving this last work of my mother to the world, I trust that our kind readers will receive it with the indulgence they have so frequently extended to the other works of the late enterprising traveler.
