Mommsen I, An die Unter werfung des eigentlichen Oberitalien aber konnten die Römer sich erst nach Beendigung des Pyrrhischen und ersten punischen Krieges wagen; und auch dann noch gelang dieselbe erst nach mehrjährigen blutigen Kämpfen gegen die keltischen Stämme, namentlich die Insubrer und Boier (sieg bei Clastidium 222, M. Claudius Marcellus tötet den Fürsten der Insubrer Viridoma rus). Die Anlegung der Kolonien Placentia und Cremona sicherte die Herrschaft der Römer über das cisalpinische Gallien, welche auch durch Hannibals Erscheinen in jenen Gegenden (218 v. Chr.) und den Anschlufs der Gallier an ihn nur vorübergehend er schüttert wurde.
