This book covers policy proposals and interim contracts, assesses the positions of various Iraqi political actors and examines the potential significance for international foreign policy goals in Iraq. Despite a lack of progress in reaching agreements on the hydro-carbon sector and revenue sharing legislation to set new conditions for the management of the country’s significant oil and gas resources, development in Iraq’s oil and gas sector is moving forward. The passage of the oil and gas sector framework and revenue sharing legislation will be seen as significant milestones by International governments and International Oil Companies (IOC´s). This would provide evidence of the Iraqi government’s dedication to promoting political reconciliation and providing a solid foundation for long term economic development in Iraq. Interim revenue sharing mechanisms have been introduced due to the lack of new legislation. Additionally, both the Federal Government (the Federal Oil Ministry-MoO) and the Kurdistan Regional Government (KRG) (the Regional Ministry of Natural Resources and Energy) have made oil and gas development deals with foreign firms. The MoO is working with existing regulation from the previous political and administrational regime, while the Regional Ministry of Resource and Energy Kurdistan-Iraq has designed its own laws and regulations, which the Federal Government has not yet recognized. There is wide recognition among Iraqis of the importance of oil and gas revenue for the Iraqi economy. Most groups see the need for new legal and policy guidelines for the development of the country’s oil and natural gas resources. However, Iraq’s Council of Representatives (parliament) has not yet considered the proposed legislation due to ongoing political discord and general political instability. There are strong differences on key issues between Iraqi critics and supporters of various proposed solutions. These include the appropriate role and powers of federal and regional authorities in regulating oil and gas development; the conditions and degree of potential foreign participation in the oil and gas sectors; and proposed formulas and mechanisms for equitably sharing oil and gas revenue. Simultaneously, there are strong disagreements on related discussions about the administrative status of the city of Kirkuk and proposed amendments to articles of Iraq’s constitution that outline federal and regional oil and gas rights.The U.S. and UK military strategy in Iraq seeks to lay the ground work for an environment in which Iraqis can resolve core political differences in order to ensure national stability and security. However, it is not yet certain whether the proposed oil and gas legislation and ongoing interim efforts to develop Iraq’s energy resources will support harmony or create deeper political tension. The United States and its allies face difficult decisions regarding how to work with Iraqis on assorted policy proposals, related constitutional reforms and oil and gas development contracts, and at the same time encouraging their Iraqi counterparts to ensure that the content of proposed laws, amendments and contracts reflect acceptable political compromises.In the 1920s a wide-ranging concession was granted to a consortium of oil companies known as the Turkish Petroleum company and later as the Iraq Petroleum Company. This was the beginning of oil exploration in Iraq. The nationalization of Iraq’s oil resources and production was finished by 1975. From 1975 to 2003, oil production and export operations were entirely state operated. However, from the early 1980s until the toppling of Saddam Hussein’s government in 2003, the negative effects of war, international sanctions, a shortage of investments and technology and, in many cases, mismanagement caused difficulties for Iraq’s hydrocarbon infrastructure.

This book contains my articles from 2010. I have tried to examine some of the technical problems in the current oil and gas industry in Iraq. In the geology/geophysics and reservoir engineering section, I used the available information and in some cases, I estimate to fill the gap in the existing data.International contracts usually differ from case to case or from field to field; in Iraq, TSC and PSC still have unclear contract conditions and public information is not enough for the detailed calculation needed for exact NPV and IRR. Additional concerns are the cost estimation down structure and geopolitical strategies of Iraq.The management of the existing oil and gas institutions in Iraq is one of the most urgent problems the country is facing. The restructuring of companies and the Ministry of Oil is generally addressed in my articles. I have also illustrated many possibilities for the restructuring and reorganization of the development of managerial and marketing systems.In the rebuilding of the country, and specially, the oil and gas industry in Iraq, there needs to be more investigation into how to optimize the exploitation of natural resources for better economic benefits for all parties (the owner of the resources as well as International oil companies). The close cooperation between the Ministry of Oil in Iraq and the IOC´s and state oil should be open for reorganization and restructuring in order to benefit the entire country and to develop the process of integration in international markets.

Für die Produktivität einer Erdöl- oder Erdgaslagerstätte ist die Permeabilität des Trägergesteines von großer Bedeutung. Während der Bohrarbeiten und der anschließenden Behandlung kann die ursprüngliche Trägerpermeabilität durch die eingesetzten Bohrspülungen und Behandlungsflüssigkeiten (Frac-Fluide, Gravel-Trägerflüssigkeiten usw.) im bohrlochnahen bzw. -ferneren Bereich herabgesetzt werden. Diese Abnahme der Lagerstättenpermeabilität wird als “Trägerschädigung” bezeichnet.Um das Bohrloch zu stabilisieren und unkontrollierte Zuflüsse aus der Formation zu verhindern, wird die Dichte der Spülung so eingestellt, daß der hydrostatische Druck der Spülungssäule über der Formation liegt. Durch den sich ergebenden, positiven Differenzdruck können Feststoffe und/oder Filtrat der eingesetzten Bohrspülungen und Behandlungsflüssigkeiten in die Porenräume des Trägergesteins eindringen; dadurch kann es zu physikalischen und/oder chemischen Reaktionen mit den Poreninhaltsstoffen und/oder dem Trägergestein kommen.Bei einer hydraulischen Frac-Behandlung wird eine Flüssigkeit mit so hohem Druck in das Bohrloch eingepreßt, daß es im Träger zur Bildung von Rissen kommt. Die Durchlässigkeit der Lagerstätte wird durch künstlich erzeugte, hochpermeable Fließkanäle verbessert. Dies gilt solange die Stützmittel durch den Überlagerungsdruck des Gebirges nicht zerstört und vollständig in den Spaltflächen eingebettet sind.Durch das Mitreißen von Sand bei der Förderung von Erdöl bzw. Erdgas sowie beim Betrieb von Porenspeichern können unter- und/oder übertägige Anlagen beschädigt werden. Das mechanische Zurückhalten des Sandes im Bohrloch erfolgt durch Sandfilter (Gravel-Pack); das Einbringen von Gravel-Material erfolgt mit Hilfe von Gravel-Trägerflüssigkeiten, denen Polymere zugemischt sind. Durch den Sandfilter kann die Formation verfestigt werden, wobei es zu einer Bindung des Sandes aus der Lagerstätte kommt. Unter Bohrloch-Säuerung versteht man die chemische Beseitigung des Bohrlochwandbelages (Filterkuchen) und die Erweiterung der Fließwege in der Formation. Dabei kann u. a. verdünnte Salzsäure eingesetzt werden, um Kalkablagerungen zu lösen; beim Fracen kann die Säure die Fließwege zusätzlich erweitern.Der durch Bohrspülungen und Behandlungsflüssigkeiten geschädigte Bereich der Formation kann wenige Zentimeter bis zu mehreren Metern betragen. Somit reicht die Perforationstiefe in der Regel nicht aus, diese Zone zu überwinden. Um kostspielige Bohrlochbehandlungen zur Erhöhung der Durchlässigkeit des Trägers zu vermeiden, müssen bereits in der Bohr- und Behandlungsphase trägerschonende Flüssigkeiten eingesetzt werden. Daher ist eine Anpassung dieser Fluide an die entsprechenden Lagerstättenverhältnisse anzustreben. Da jedoch nach /1/ die API-Filtratwerte der Bohrspülungen und Behandlungsflüssigkeiten nicht auf ihre Filtrationseigenschaften unter Bohrlochbedingungen schließen lassen, werden in dieser Arbeit die Bohrspülungen und Behandlungsflüssigkeiten unter simulierten Bohrlochbedingungen im Hinblick auf ihren Einfluß auf permeable Gesteinsproben untersucht.
