He who considers the history of Westminster presently observes with surprise that he is reading about a city which has no citizens. In this respect Westminster is alone among cities and towns of the English-speaking race; she has had no citizens. Residents she has had,—tenants, lodgers, subjects, sojourners within her boundaries,—but no citizens. The sister city within sight, and almost within hearing, can show an unequaled roll of civic worthies, animated from the beginning by an unparalleled tenacity of purpose, clearly seeing and understanding what they wanted, and why, and how they could obtain their desire. This knowledge had been handed down from father to son. Freedom, self-government, corporations, guilds, brotherhoods, privileges, safety, and order—all have been achieved and assured by means of this tenacity and this clear understanding of what was wanted. Westminster has never possessed any of these things.

Therefore the historian of London has before him the broad fact that for sixty years, viz. from the accession of Charles I. to the expulsion of James II., he should be pursuing the history of the country. In this place, however, there is not space for such a history; it has already been well told by many historians; and I have neither the time nor the competence to write the history of this most eventful period. I have therefore found it necessary to assume a certain knowledge of events and to speak of their sequence with reference especially to the attitude of the City; the forces which acted on the people; their ideas; their resolution and tenacity under Charles I.; their servility and obedience under Charles II.; and their final rejection of the doctrines of passive resistance, Divine right, and obedience which made the departure of James possible, and opened the door for constitutional government and the liberties of the people.

On stepping out of the fifteenth into the sixteenth century one becomes conscious of a change; no such change was felt in passing from the twelfth to the thirteenth century, or from the fourteenth to the fifteenth. The world of Henry the Sixth was the same world as that of Edward the First; it was also the same as that of Henry the Second. For four hundred years no sudden, perceptible, or radical change took place either in manners and customs, language, arts, or ideas. There had, of course, been outbreaks; there had been passionate longings for change; men before their time, like Wyclyf, had advanced new ideas which sprang up like grass and presently withered away; there had been changes in religious thought, but there was no change, so far, in religious institutions. At the beginning of the sixteenth century, however, we who know the coming events can see the change impending, change already begun. Whether the Bishops and Clergy, the Monks and Friars, were also conscious of impending change, I know not. It seems as if they must have been uneasy, as in France men were uneasy long before the Revolution. On the other hand, Rome still loomed large in the imagination of the world: the Rock on which the Church was established; the Throne from which there was no appeal; the hand that held the Keys.
