This book explores the trust deficit between citizens and the state in Niger and across the Sahel. Drawing on extensive field research and firsthand experience, it highlights how citizens often feel disconnected from formal institutions such as the judiciary, security forces, and elected governments. Surveys show that while confidence in these institutions is limited, citizens express strong trust in traditional and religious leaders, who play vital roles in maintaining social peace. The study finds that challenges such as corruption, insecurity, and unmet socio-economic needs have strained state–citizen relations. Yet it also reveals cautious optimism: many citizens see opportunities in recent political shifts and continue to hope for responsive governance. Importantly, the research identifies pathways to renewal — from transparent leadership and inclusive reforms to participatory governance and stronger community-based security. The book bridges theory and practice, offering both academics and policymakers a roadmap for restoring trust and democratic resilience in fragile states. It argues that legitimacy in the Sahel depends on a renewed social contract — where citizens engage constructively and the state demonstrates fairness, responsiveness, and accountability.

Quelle doctrine d’emploi des forces pour faire face à la menace terroriste en Afrique ? La menace terroriste se répand exponentiellement en Afrique. En Somalie, la milice Alshabab garde une capacité de nuisance et continue à entretenir un chaos malgré 13 années d’intervention de l’AMISOM agissant sous le chapitre7. Cette situation a conduit à proposer une doctrine d’emploi des forces pour mieux faire face à la menace terroriste en Afrique et particulièrement en somalie. Pour y parvenir, ce travail a analysé deux options stratégiques possibles : l’option de limitation du financement terroriste et l’option du renforcement de l’appropriation nationale visant à accroître le rôle des institutions nationales dans cette lutte. Cette étude recommande aux acteurs nationaux de prendre les devants et s’approprier du processus et d’impliquer les partenaires dans la recherche d’une paix durable.

This research aimed at analyzing the implementation of the policy for fighting corruption in Burundi taking reference to a case study of Gihosha zone. The purpose of the study was to discover how the zero tolerance policy to corruption is put from papers to the ground in Gihosha zone. The objectives of the study were: (i) to examine the extent and nature of corruption in Gihosha Zone,(ii) to analyze how the zero tolerance policy to corruption is put from papers to the reality on ground in Gihosha zone and (iii) to suggest the best practices in order to reach effective fight against corruption in Burundi and particularly in Gihosha zone.This study used descriptive and case study research design and opted qualitative research approach. Simple random sampling was used to select respondents with a sample size of 138 participants.The study used both primary and secondary sources of data. Primary data were collected using an interview guide while secondary data was obtained by exploring the legislative and lawful texts, the doctrinal works, and works of end of cycle, thesis and so on. The study used interview as data collection technique and interview guide as a tool. For data analysis, 5Likert scales was applied to evaluate the effect of the variables of the study.The research shows that there is undeniably corruption in quite all public services rendered to the population at local level; that the activities of anti corruption agencies are not seen in the population which makes people to ignore the existence of theme and very little effort is done to announce their missions.The recommendations from this study include those concerning the administration systems, preventive actions, the application of the zero tolerance policy, specific actions to be taken to reduce corruption within the policemen, and the role of citizens.
