When Water Meets Industry. The Chiampo Valley tanning district develops disruptively in an area marked until recently by emigration and poverty. The industrial success completely obscures the environmental damage, which is generated by intensive water use upstream, by pumping from the aquifers, and polluting downstream, both on the surface and from underground recharges.Awareness of the need to take action on depollution is related to key regulatory provisions, such as Merli Law 319/1976, as a result of which the large treatment plants for water discharged from tanneries are built. That of the Medio Chiampo, started in 1982, is an environmental infrastructure of public importance, a condition and guarantee for the unfolding of entrepreneurial histories of absolute excellence.This story, though troubled in some critical passages, teaches that only the affirmation of a great industrial culture alongside the public regulator makes it possible to conceive an evolution of a great environmental culture.Medio Chiampo with its system is there to show that the future can become sustainable if environmental technologies increasingly specialize the reuse and recycling functions of the resources used, shaping itself as a driver of the circular economy. The paradox is that one of the originally most polluted areas in northern Italy is levating a highly advanced repertoire of environmental innovations as the only way to consolidate its global competitive leadership.

Il distretto conciario della Valle del Chiampo si sviluppa in modo dirompente in una zona segnata fino a poco prima dall’emigrazione e dalla povertà. Il successo industriale oscura completamente i danni ambientali, che sono generati da un uso dell’acqua intensivo a monte, con l’emungimento dalle falde, e inquinante a valle, sia in superficie che delle ricariche sotterranee. La consapevolezza di dover intervenire sul disinquinamento è correlata a disposizioni normative fondamentali, come la legge Merli 319/1976, a seguito della quale sono costruiti i grandi impianti di depurazione delle acque scaricate dalle concerie. Quella del Medio Chiampo, avviata nel 1982, è una infrastruttura ambientale di rilevanza pubblica, condizione e garanzia dello svolgersi di storie imprenditoriali di eccellenza assoluta. Questa vicenda, pur tormentata in alcuni passaggi critici, insegna che solo l’affermazione di una grande cultura industriale a fianco del regolatore pubblico permette di concepire un’evoluzione di una grande cultura ambientale. Medio Chiampo con il suo sistema è lì a dimostrare che il futuro può diventare sostenibile se le tecnologie ambientali specializzano sempre di più le funzioni di riuso e riciclo delle risorse utilizzate, configurandosi come un driver dell’economia circolare. Il paradosso è che una delle zone originariamente più inquinate del Nord Italia è levatrice di un repertorio molto avanzato di innovazioni ambientali come unica strada per consolidarne la leadership competitiva mondiale.
